When Phelps Dodge began hiring replacement workers in August 1983, thousands of strike supporters blocked the nine gates in Ajo and Morenci, Arizona, Governor Bruce Babbitt ordered a cooling-off period; strikers cooperated. When Phelps Dodge reopened its gates to replacement workers ten days later, Morenci and nearby Clifton were occupied by four hundred state troopers and seven units of the National Guard.
