2011-12 Hazardous Materials Training

New Training Format Schedule: Tuesday 1pm - Saturday 12pm

The Hazardous Materials Transportation/Chemical Emergency Response training, eligible for 3 academic credits from the National Labor College, addresses OSHA and DOT required training in addition to procedures and different levels of response and worker protection in a hazardous materials emergency or release, weapons of mass destruction awareness and the incident command system. The training also provides components required to complete the OSHA 10-Hour Outreach certification. The training includes advanced classroom instruction, small group activities, hands-on drills and a simulated hazmat response in full safety gear.

The Rail Workers Hazardous Materials Training Program is funded to provide this training by a federal grant from the National Institute of Environmental Health Sciences (NIEHS). This funding provides transportation, lodging, and meals for training participants. In addition, participants who are unable to secure regular pay through their employer or are not union paid officers are eligible for a stipend.

The Rail Workers Hazardous Materials Training Program will conduct the following Hazardous Materials Transportation/Chemical Emergency Response training programs at the National Labor College – George Meany Campus in Silver Spring, Maryland. These courses will now be offered with a starting time on Tuesday at 1pm through Saturday, 12pm. Some evening sessions are required.

2010-11 Hazardous Materials Field Training

Four-day Hazardous Waste/Chemical Emergency Response
This training course is federally-funded by the National Institute of Environmental Health Sciences (NIEHS), and administered by NLC Rail Workers Hazardous Material Training Program in cooperation with 9 rail unions. The training course addresses OSHA and DOT required procedures and different levels of response and worker protection in case of a hazardous materials emergency or unintentional release. The program can be delivered at your location with an audience of 20 members or greater. The program highlights are:

  • advanced classroom instruction and intensive hands-on drills
  • a simulated hazmat response in full safety gear
  • eligible for academic credits from the National Labor College

Federal training funds provide for each participant:

  • Incentive* of $440.00 (for participants who are unable to receive regular pay through the railroad to attend training)
  • Per Diem of $35/day ($140 total) for meals and mileage to and from the training location
  • No lodging is provided for the field training programs

*Full-time or paid union staff are not eligible to receive the stipend

2011-12 Radiological Transportation Training

The US Department of Energy (DOE) has shipped large amounts and a variety of radioactive material by rail for years. The number of rail shipments is expected to increase in coming years. With the increase in rail shipments comes the increased risk for rail incidents involving radioactive material.

The Rail Workers Hazmat Training Program was awarded funding to provide training to rail workers to increase their knowledge of the transportation of radioactive materials. To meet this training need, the Rail Program will conduct three 16-hour DOE-sponsored Modular Emergency Response Radiological Transportation Training (MERRTT) courses. This federal grant from the National Institute of Environmental Health Sciences (NIEHS) provides transportation, lodging, and meals on the George Meany Campus of the National Labor College in Silver Spring, MD for training participants of this two day train-the-trainer course.

The following programs will begin on Sunday morning at 8:00 am, and end at 3:00 pm on Monday. Funding for this course will cover travel costs, overnight room accommodations (Friday and Saturday) and three meals a day at NLC. 2011-12 DOT HMIT Grant
Hazardous Materials Instructors Training

The Rail Workers Hazardous Materials Training Program prides itself on delivering the most valuable worker safety training available. Peer Instructors are members of the railroad labor community and take pride in offering the latest and most up-to-date information, teaching techniques and peer support.

The goal of the Rail Program is to build a nationwide pool of skilled peer trainers to deliver awareness level hazardous material training. This DOT-funded train the trainer course provides regional peer trainers with the skills and knowledge necessary to deliver this training at their job-sites, union meetings and in their communities. The pre-requisites required are completion of the 5 day Hazardous Material Awareness course offered by this program or completion of a hazmat awareness CD/Online training program and a true desire to help protect your co-workers.

The Rail Workers Hazardous Materials Training Program will conduct the following 40 hour regional peer train the trainer programs at the National Labor College – George Meany Campus in Silver Spring, Maryland. The Rail Program also is looking for locations to deliver this training at regional locations in an effort to meet the needs of groups who may benefit from a local format.
