Randolph's most grandiose conception, the domestic Marshall Plan offered a solution to the economic problems of blacks -- the eradication of poverty in the U.S. in one decade. The eighty-four page budget was formulated by the A. Philip Randolph Institute in conjunction with economists, and endorsed by business, labor, religious and civil rights leaders. Submitted to the Johnson administration in 1966, the $180 billion economic program never received the support of the federal government.
