Realizing the necessity of perpetuating the FEPC, Randolph founded the interracial National Council for a Permanent FEPC in 1943 and waged a ten year unsuccessful campaign to change America's economic status quo. Using MOWM tactics, the council sponsored rallies to raise funds and "mobilize mass pressure." Seventeen thousand attended the Madison Square Garden rally. Photograph courtesy: A.
