These instructions on how to administer the password were enclosed in a February 17, 1927 letter from Randolph to Milton P. Webster: "It is of the utmost necessity that each brother understand the importance and significance of the password in order that they will get the real meaning of the word [solidarity] and become Brotherhood men in deed and in spirit."
